SHINE welcomed its first Patron, Speaker of Parliament, on 17 March 2018.

Mr Tan was first introduced to SHINE through Kits for Kids in 2014 to help raise funds for the organisation. Since then, he has continually partnered SHINE on fundraising, and has come to know the organisation well. He strongly supports SHINE’s work and seeks to raise awareness of the cause. He would like to encourage more people to come forward and volunteer as this will extend the reach of the work done, and will enable SHINE to do even more for the children and youth it serves.

Mr Low joined SHINE as a member in 1979 and was elected Chairman in 1981, a position he held till 1999. Under his strong and capable leadership, Students Care Service grew and expanded from an office-setting based in Penang Lane to operating three service centres located at Clementi, Hougang and Yishun. Mr Low is passionate about helping children and youths in need, and has made invaluable and enormous contribution to SHINE. He has dedicated over 20 years of his life to actively promote and serve the cause of SHINE.After stepping down from the helm, Mr Low continued to support SHINE in his capacity as Chief Advisor.

Mr Wan joined SHINE in 2007 and was elected as Board member the following year. He was appointed to chair the Clementi Centre Advisory Committee since 2011. He also chaired the Audit Committee from 2008 – 2011. Since coming on board, Mr Wan has been actively contributing to SHINE, especially in areas of the internal controls and finance.

Mr Wan is currently Head of Group Business Development & Group Commercial Development with PSA International. Prior to this appointment, he was a Director of Investments with Temasek Holdings.

Mr Lim started serving SHINE in 2009 as a member of the Clementi Centre Advisory Committee (CCAC) and was elected to the Board the same year. He chaired the Audit Committee from 2011/12 – 2012/13. Mr Lim has an active interest in helping children and youths.

A President’s Scholar and SAF Overseas Scholar, Mr Lim is currently Executive Director of the National Research Foundation.

Mr Ong started serving SHINE in 2011 as a member of the Clementi Centre Advisory Committee (CCAC). He is also a member of the Daisy Phay Foundation – SHINE Scholarship Award Committee since 2012.

Mr Ong has over 18 years of work experience in Asia business development, general management and business start-ups in technology solution and enterprise mobility. He is currently the Regional Sales Director in Navis, a part of Cargotec Corporation.

Mr Gabriel Ong Chee Siong

Tze Chern brings with him over 15 years of experience in financial services. He is a qualified accountant, and has worked in London, Hong Kong and Singapore. He started his banking career in Citigroup, and has since worked for Credit Suisse, HSBC and finally, Nomura. Tze Chern has been an active volunteer in the community since junior college days, and has worked with many charitable organizations in both Singapore and London.

Mrs Ivy Goh joined SHINE in 2011 and served as Honorary Treasurer from 2011-13. She holds a Master of Practising Accounting from the Monash University and is a Certified Public Accountant (CPA).

Mrs Goh has over 15 years of finance and accounting experience is currently the Regional Finance Director of Advanex (S) Pte Ltd.

Mr Teo joined SHINE in 2017 serving as our Honorary Treasurer. He holds a Bachelor of Commerce degree with a double major in Accounting and Economics and a Postgraduate Diploma in Advanced Accounting from Monash University. He is a member of CPA Australia as well as the Institute of Singapore Chartered Accountants.

Mr Teo has held various finance and accounting roles since 1999, and is currently the Regional Financial Controller for Edrington Singapore Pte Ltd.

Mr Goh was introduced to SHINE in 2003. He was elected to the Board the same year and has been a Board member since. Mr Goh was appointed to chair the Yishun Centre Advisory Committee from 2005 – 2009. Mr Goh served as Chairman of SHINE from 2009 till 2014. He provided invaluable guidance and leadership in matters relating to governance, strategic direction and operations. Mr Goh is a member of the Programmes Advisory Committee for English Television and Radio Programming and an Accredited Member of the Institute of Public Relations of Singapore. He also serves on the boards of Singapore Red Cross, St Andrew’s School and Beyond Social Services.

Ms Fung has been a part of SHINE committees since its early beginnings. She took a break for several years before returning in 2018 to serve on the Board & to chair the Yishun Centre Advisory Committee.

 

A social worker & teacher by training, she has many years of direct social work experience as well as the management of voluntary welfare organisations (VWOs). She was previously the CEO of Asian Women’s Welfare Association (AWWA) & Executive Director, Samaritans of Singapore (SOS). She has also taught for several years at NUS, SUSS & SSI. Currently, Ms Fung is a social work supervisor & trainer to various VWOs.

Ms Maureen Fung

Mr Lim was elected to the SHINE Board in 2012. He was appointed to serve on the Fundraising Committee and also chaired the Carnival of Drums Organising Committee. Mr Lim has been actively volunteering his time and services for more than two decades as a tutor, mentor and fundraiser.


Mr Lim is currently a consultant in the structured trade business. He had successfully managed several bulk supply chain programmes and also structured numerous trade ventures for reputable companies during his previous stints with Vredelco Food Industry and Asia Pacific Bulk Terminal.

Newly elected to the SHINE board in Aug’ 2019. Appointed to serve on the Fundraising Committee and to chair the Educational Psychology Service advisory committee.


Have been an active volunteer for about 3 decades, serving as a volunteer leader, mentor, tutor, befriender in various VWOs such as the then Students Care Service from 1992, Volunteer Initiator workgroup under the then Volunteer Action for Social Service (NCSS), Salvation Army (Social Enterprise workgroup), Singapore Aftercare Association, as well as having served as Honorary Treasurer and Member on SPD’s Board of Management for >10 years.

Dr. Peace Wong is a Senior Lecturer with the Department of Social Work, NUS. She excels in her teaching and was consistently being awarded the Faculty Teaching Excellence Awards (FTEA) yearly since 2014. In addition, she was awarded the Community Outreach Award in 2018 and Industry Engagement Award 2019 in recognition of her active engagement of the community in her teaching. She was awarded the Annual Teaching Excellence Award (ATEA) in 2018 and 2019, which recognizes excellent teaching at the University level. 

At present, Dr. Peace Wong actively serves the community through her involvement in the Advisory Board and Discharge Committee & Independent Review Panel (IRP) with Ministry of Social & Family Development (MSF), Social Work Accreditation & Advisory Board (SWAAB), Singapore Association of Social Workers (SASW), Fei Yue Community Services - Advisory Committee for Research (ACR) and Student Advisory Committee, New Town Primary School. Given her practice experience, she is actively involved in contributing to the social service sector through different research projects on matters related to supervision, early marriages for young couples and school social work.
