Our Specialised Services Group works alongside children, youth, families, and community partners to strengthen resilience, relationships, and developmental growth. Through specialised programmes and collaborative initiatives, the team supports young people in navigating challenges, building confidence, and developing practical life skills.
Goal
To develop youths into crime-prevention leaders by equipping them with the skills, knowledge, and confidence to work alongside the Singapore Police Force and serve their schools and communities, contributing to a safer Singapore.

SHINE Individual and Family Therapy Service
SH.IFT focuses on providing professional help and guidance to address challenges, build effective coping mechanisms, and foster resilience so that children, youths and their families can thrive even in challenging environments.

When Your Child / Teen:
Shows persistent behavioural changes lasting over a month.
Experiences a continuous decline in academic performance.
Becomes socially withdrawn or undergoes major shifts in their social circle.

In counselling, a trained therapist facilitates open discussions, helping individuals or families explore their thoughts, feelings, and challenges. Sessions focus on building coping skills, improving communication, and working toward positive change.
Yes, at SHINE Children and Youth Services, all information shared in therapy or counselling is kept private and confidential. Our counsellors follow strict confidentiality guidelines to create a safe, trusting environment. However, it's important to note that there are exceptions to confidentiality if there is a risk of harm to self or others or if an offence has been committed to ensure the safety of our clients, their families, and the public.
We recommend seeking a diagnosis from an appropriate mental health professional. However, we can assist by referring clients to our Mental Health Youth team for screening and follow-up support.
Create a safe, open space wherein youths can feel comfortable sharing their challenges. Show genuine empathy, acknowledging their feelings and reassuring them that support is available. Letting them know they’re not alone can make a real difference in helping them feel supported.
SHINE AS AN INTEGRATED SERVICE PROVIDER (REGION 6 and 8)
Targeted Interventions
SHINE is the appointed Integrated Service Provider (ISP) by Ministry of Social and Family Development (MSF) for Region 6 and 8, providing targeted interventions for youths with specific needs and issues.

Region 6 (Hougang, Sengkang, Serangoon)

Region 8 (Bukit Timah, Jurong East, Clementi, Queenstown)
Guidance Programme (GP)
-
6-month pre-court diversionary programme for youth offenders who commit minor offences.

Those who complete the programme are given a warning in lieu of court prosecution.
Using a case management approach, the caseworker engages the youth in a series of individual, group-based, family and positive youth development sessions where the youth will be educated on:

Taking responsibility for their actions;
-
Solving problems and conflicts in a pro-social manner;
-
Forming healthy relationships with others;
-
Being meaningfully engaged in school or work; and
-
Managing emotions positively.
Youth Enhanced Supervision Scheme (YES)

6-month structured programme targeted at youths below 21 years of age arrested for drug consumption for the first time, to complement the CNB's urine supervision regime
-
Using a case management approach, the caseworker engages the youth in a series of individual, group-based, family and positive youth development sessions, focusing on enhancing the youth’s motivation for change and teaching them new skills to desist from drugs.

The parents are equipped with effective parenting approaches to support the youth in staying drug-free.
Triage
Youths are referred for Triage through referrals by:

Central Narcotics Bureau (CNB)
The Triage system aims to:

facilitate early identification and diversion of suitable youth offenders committing minor offences, from the court system;

provide timely intervention to the young person and/or his/her family if required, pending outcome of police investigations.
